January 25th, 1813

The Honourable Aeneas Shaw,

 Sir,

 Your circular of the 11th instant I had the honour to receive the 19th instant, but have no return to make of any non-commissioned officers or privates of the Northumberland Militia having either been killed or wounded in the service since the war commenced in this Province.

 Captain Benjamin Richardson of the Northumberland Militia left this province last winter for the Ohio country, I believe with an intention not to return which leaves a vacancy in the Regiment; I beg leave to recommend for His Honour the President’s approbation, Lieutenant John Vaughn to be Captain, Ensign Joseph A. Keeler to be Lieutenant, and M. Henry Ruttan to be Ensign.

 As some people here are of an opinion that the Flank Companies should be relieved at the expiration of six, seven, and eight months whether they have been on actual service during that time or not, I beg your instructions in that respect.
